Dr. Arnis Leikarts is an international consultant, strategist, and educator with more than 25 years of leadership experience in strategy execution, project, programme, and portfolio management. His professional career spans diverse sectors, including finance, IT, manufacturing, agriculture, rural development, veterinary services, and fisheries, where he has successfully led multinational teams and managed complex transformation initiatives.
Currently, Dr. Leikarts serves as Managing Director of Baltu Veterinārija AS, a regional agricultural trading organization, where he has led strategic and operational transformation, streamlining business processes, optimizing product portfolios, and achieving measurable growth in both turnover and profitability.
Previously, he held executive roles such as Head of Project Portfolio Management Office at ELKO Group, where he established governance frameworks for a multinational IT distributor with an over billion turnover, and Finance & Development Director for Agrolats Holding in North Africa, overseeing regional operations of holding companies, ERP implementations, mergers and acquisitions. His financial sector background includes leadership roles at Swedbank and DNB Nord Bank, managing corporate multi-million portfolios and directing Pan-Baltic development programmes.
Dr. Leikarts has been an influential leader in the Latvian National Project Management Association (LNPVA), serving as Chairman of the Board (2010–2012) and currently Chair of the IPMA 4-Level Certification Council in Latvia. During his tenure, the number of IPMA-certified professionals grew considerably, and the national project management standard (LVS ISO 21500) was introduced and approved at the State Standard Bureau. He also initiated the Latvian Project Excellence Award and organized international conferences with participation from 55+ countries.
In parallel, Dr. Leikarts contributes to academia as Chair of the State Examination Commission for the Master’s Programme in Project Management at RISEBA University and as a curator at the Latvia University of Life Sciences and Technologies. He has also mentored early-stage entrepreneurs through international incubation programmes, such as Bridge For Billions, helping them build business models and strengthen their strategic planning.
He holds a PhD in Strategy, Programme & Project Management from SKEMA Business School (France) and a Master’s in Business Administration from the University of Latvia, and is certified at IPMA Level B in Portfolio Management.
Recognized as an Honorary Member of the Latvian National Project Management Association for his contributions to the profession, Dr. Leikarts remains committed to advancing project management as a discipline that enables organizations and individuals to deliver sustainable impact through effective strategy execution.
