Abstract
Organizations undergoing digital transformation face increasing pressure to deliver faster while maintaining high quality and making effective decisions in uncertain environments. While Agile, DevOps, and Artificial Intelligence (AI) are often applied independently, organizations are increasingly adopting them together as part of an integrated delivery model.
This paper proposes a project-management-oriented framework for understanding this convergence. Building on established Agile and DevOps research, along with emerging studies on AI in software engineering and project management, the paper argues that combining these disciplines creates value through improved delivery flow, enhanced decision-making, and stronger feedback mechanisms. Agile supports adaptive planning and iterative learning, DevOps enables continuous delivery and operational efficiency, and AI augments estimation, prioritization, testing, and monitoring capabilities. Based on these insights, the paper outlines an implementation model for program and portfolio leaders that incorporates maturity assessment, governance, automation, and performance measurement.
The key contribution is a practical framework to help organizations move beyond isolated tool adoption toward a cohesive delivery system that is faster, more informed, and more resilient. The paper also discusses implications for management practice, including performance metrics and adoption challenges.

- Introduction
Digital transformation programs are now expected to generate business value at a pace that traditional delivery models often cannot sustain. Project and program leaders must respond not only to shifting customer expectations and compressed release cycles, but also to rising architectural complexity, compliance demands, and the need for data-driven decisions. From a project management perspective, the central challenge is no longer simply delivering scope on time; it is designing delivery systems that can learn continuously while balancing speed, quality, and risk.
Agile methods emerged to address rigidity in plan-driven development by privileging customer collaboration, rapid feedback, and responsiveness to change. DevOps later extended this logic into the operational domain by connecting development and operations through automation, continuous integration, continuous delivery, and observability. More recently, AI has begun to reshape both project management and software engineering by supporting estimation, forecasting, prioritization, test automation, anomaly detection, and decision support.
However, the literature and practice still frequently treat these domains in pairs—Agile and DevOps, Agile and AI, or AI and DevOps—rather than as a unified delivery system. This matters because implementation failures often arise when organizations automate pipelines without changing governance, or introduce AI assistants without improving data quality, process discipline, and human oversight. The real issue is therefore one of integration: how should project, program, and portfolio leaders combine Agile, AI, and DevOps into a coherent management model?
