Critique of In-House Facility Management of Tetfund Buildings

Abstract

The in-house facility management of TETFUND (Tertiary Fund) Buildings in Delta State University of Science and Technology, Ozoro has been subjected to criticism due to several factors from the quality of work carried out, reports of substandard products to maintenance. Furthermore, the lack of accountability and transparency in in-house facility management practices has led to mismanagement of funds and inefficiencies in project execution. This research work was aimed at analyzing existing practices and systems of facility management within the TETEFUND Buildings in Delta State University of Science and Technology, Ozoro with a view to providing insights and recommendations for enhancing the management, execution and maintenance of TETFUND –funded infrastructure projects within the university setting. A structured questionnaire was used to obtain information from the staff at the Faculty of Environmental Science, Engineering and Journalism. The sample was drawn randomly using 30% of staffs’ population in each faculty, while the obtained information was examined using factor analysis. Findings showed that inadequate fund, inadequate manpower, lack of expertise and skills, team management were part of the major factors influencing maintenance practices. Based on this finding, it was recommended that sufficient financing is required for the smooth operation of project. In addition, facilities in the buildings should be inspected regularly. This is necessary because it will allow organisations to understand the current state of their facilities, which will aid in formulating time-bound policies.

INTRODUCTION

Facility management is a multi-dimensional business committed to the organization of space, infrastructure, people and organization often connected with business services, arenas, schools, convention centres, shopping complexes, hospitals, hotels (1). Different definitions for facility management have emerged from individuals and organizations alike. From individuals perspective, (2) referred to facility management as an age old practice born out of necessity from when buildings were constructed to support human activities, while organizations perspective, facility management is responsible for coordinating all efforts related to planning, designing and managing buildings and their systems, equipment and furniture to enhance an organization’s ability to compete fairly in a rapidly changing world (3).

In-house facility management is the process of managing and maintaining facilities within an organization by using internal resources such as staff and equipment. The Tertiary Education Trust Fund (TETFUND) is a Nigerian government agency established to provide funding for educational projects and initiatives in Nigerian public tertiary institutions. The Delta State University of Science and Technology, Ozoro is one of the tertiary institutions that benefit from this funding. Facility management is recently evolving in Nigeria and other developing countries, the development of this branch of built assets management stems partly from the realization that maintenance services such as security outfits, cleaning, day to day service provision and use of facilities are better left to in-house managers. Most facilities in tertiary institutions have an in-house or outsource unit that is saddled with the maintenance of its facilities and built assets when they dilapidate and are in need of operational and planned maintenance (4).
